Racial disparity in possession of marijuana arrests in Wisconsin

If the data is accurate, and marijuana use is about the same among the black population in Wisconsin and the white population in Wisconsin, why are African Americans in Wisconsin six times more likely to be arrested for possession of marijuana?  According to recent reports, in Waukesha County, WI, black people were arrested for possession of pot at any even greater disproportion - 12 times the rate of white people.  While black people arrested in Milwaukee for possession of pot was less disproportionate than Wisconsin as a whole, black people in Milwaukee County are still arrested for possession of marijuana at 4.7 times the rate of white people.  According to data from the American Civil Liberties Union, the rates in Wisconsin and the areas identified all exceed the national average data where blacks are reportedly arrested 3.7 times more often than white people.
