1.  What is a restraining order?
A restraining order is a court order that prohibits behavior or contact by the person against whom the injunction is granted.  The court order states what the terms of the order are, and can be unique to each injunction.  A restraining order does not prohibit any conduct or action by the person who requested the injunction.  As a result, the petitioner would not face any consequences for contacting the person against whom the injunction was ordered to restrain.  However, if the person restrained by the order were to respond to contract by the petitioner, the person who was ordered to abide by the terms of the restraining order could be arrested or face criminal charges for violating the court order.
