Wisconsin Statutes 943.02 - 943.04 define arson crimes in Wisconsin:

Arson of buildings; damage of property by explosives. Wisconsin Statute 943.02
Whoever does any of the following:
  • By means of fire, intentionally damages any building of another without the other's consent; or
  • By means of fire, intentionally damages any building with intent to defraud an insurer of that building; or
  • By means of explosives, intentionally damages any property of another without the other's consent.
* Building of another means a building in which a person other than the actor has a legal or equitable interest which the actor has no right to defeat or impair, even though the actor may also have a legal or equitable interest in the building. 
* Proof that the actor recovered or attempted to recover on a policy of insurance by reason of the fire is relevant but not essential to establish the actor's intent to defraud the insurer.

Arson of property other than building.  Wisconsin Statute 943.03
Whoever, by means of fire, intentionally damages any property of another without the person's consent, if the property is not a building and has a value of $100 or more.

Arson with intent to defraud.  Wisconsin Statute 943.04
Whoever, by means of fire, damages any property, other than a building, with intent to defraud an insurer of that property.

Arson of buildings; damage of property by explosives is a Class C Felony with a maximum term of imprisonment of 40 years, consisting of a maximum of 25 years of initial confinement and 15 years of extended supervision.  The maximum monetary penalty is a fine of up to $100,000.

Arson of property other than building is a Class I Felony with a maximum term of imprisonment of 3 1/2 years, consisting of a maximum of 1 1/2 years of initial confinement and 2 years of extended supervision. The maximum monetary penalty is a fine of up to $10,000.

Arson with intent to defraud is a Class H Felony with a maximum term of imprisonment of 6 years, consisting of a maximum of 3 years of initial confinement and 3 years of extended supervision. The maximum monetary penalty is a fine of up to $10,000.
